Two representatives from the National Bank of the Republic of Belarus participated in the study visit which took place on 14-15 December 2017 at the NBP Head Office in Warsaw.

The event drew upon such issues as MONREP – management reporting system for monetary statistic, metadata management in reporting system and Web scraped data – eCPI. Furthermore, the study visit participants had an opportunity to familiarize themselves with SIS – Reporting Information System and the principles of the NBP’s Department of Statistics cooperation with other institutions in the field of gathering and processing of statistical information.

Three representatives from the National Bank of Ukraine participated in the study visit which took place on 5-7 December 2017 at the NBP Head Office in Warsaw.

The event drew upon such issues as inflation and GDP projection, materials prepared for the NBP’s Monetary Policy Council members on financial market development and Inflation Report.

Four representatives from the National Bank of the Republic of Belarus participated in the study visit which took place on 27-28 November 2017 at the NBP Head Office in Warsaw.

The event drew upon such issues as organization of international conferences (incl. purchasing of goods and services) and meetings of the NBP Management Board and Monetary Policy Council members. Furthermore, the study visit participants had an opportunity to familiarize themselves with the protocol service, organizational structure and legal grounds of activities of Narodowy Bank Polski.

Three representatives from the National Bank of Kazakhstan participated in the study visit which took place on 21-23 November 2017 at the NBP Head Office in Warsaw.

The representatives from the National Bank of Kazakhstan met with the experts from four departments of NBP: Accounting and Finance, Financial Transactions Settlement, Internal Operations Settlement and Statistics. They discussed various aspects of the central bank accounting, financial policies as well as the control and settlement of foreign operations and directives of the NBP’s fixed asset count.

Two representatives from the National Bank of Ukraine participated in the study visit which took place on 14-15 November 2017 at the NBP Head Office in Warsaw.

The event drew upon such issues as organization of selection and recruitment process at NBP, improving efficient work and environment employee remuneration system at NBP and IT systems in Personnel Department. Furthermore, the study visit participants had an opportunity to familiarize themselves with the NBP managerial staff development programme.

A representative from the Bank al-Maghrib participated in the study visit which took place on 14-17 November 2017 at the NBP Head Office in Warsaw.

During the visit our visitant got acquainted with the following topics:

  • Credit channel through the lenses of the Senior Loan Officers Opinion Survey conducted by Narodowy Bank Polski – new results for Poland;
  • Asset-liability management (ALM) and risk/capital budgeting at a bank – research implications;
  • Introduction to the dynamic panel and non-stationary panel methods;
  • Credit channel estimations;
  • Using micro data to support decision-making process at a central bank;
  • Interest rate pass-through on the panel data: estimates on the Moroccan data from the individual banks using STATA package.

Two representatives from the Central Bank of the Republic of Azerbaijan and two from the National Bank of Ukraine participated in the study visit which took place on 24-25 October 2017 at the NBP Head Office in Warsaw.

The event drew upon such issues as security policies, organization of personal data protection, technological solutions supporting IT security and methodology of conducting penetration tests. Furthermore, the study visit participants had an opportunity to familiarize themselves with the topic of cyber threats.

Two representatives from the Central Bank of Armenia and one representative of the National Bank of the Kyrgyz Republic participated in the study visit which took place on 24-26 October 2017 at the NBP Head Office in Warsaw.

During the visit our guests got acquainted with the following topics related to the organization and functioning of the NBP Money Center: educational activity in the NBP Money Center, materials and scenarios of educational classes used in the NBP Money Center, technologies supporting the functionality of exhibitions, „Bankoteka” – the NBP Money Center magazine, exhibitions of the NBP Money Center – management, security, maintenance and history of the NBP numismatic collections.

During the visit our guests had also the opportunity to visit the NBP Money Centre.

The seminar Cash circulation, production of banknotes and coins, money counterfeiting organized by the Cash and Issue Department in cooperation with the Mint of Poland, the Polish Security Printing Works and the International Department, took place in the NBP Head Office on 7-8 November 2017. The seminar was addressed to central bank’s experts who work in the area of cash circulation and deal with planning and issuing banknotes and coins.

The participants had an opportunity to enhance their knowledge of currency issue policy and management of cash stocks in NBP, quantitative research supporting the activities of the C&I, cash cycle in Poland or NBP tasks in the field of notes and coins’ protection against counterfeiting in Poland.

In addition, the second day of the seminar was dedicated to study visits to the Polish Security Printing Works and the Mint of Poland.

The seminar Legal aspects of central bank’s tasks took place on 18-19 October 2017 at NBP Head Office in Warsaw.

Twenty three representatives from seventeen central banks took part in the event conducted by the experts from Legal Department and Financial Stability Department.

The event drew upon the issues of the theoretical and practical aspects of the financial stability, supervision of the financial market, outline of action taken by public institutions in response to the financial crisis as well as bank resolution techniques. Due to the ECB’s guest expert courtesy, participants had also an opportunity to listen about ECB’s influence on the Member State’s law and EU law.

Thirty eight senior and high level officers representing Indonesian banking sector participated in a study visit hosted by the Financial Stability Department and Economic Analysis Department held on 12 October 2017 at the NBP Head Office in Warsaw. The visit was organized on the initiative of the Bank of Indonesia.

During the visit our guests had the opportunity to familiarize themselves with issues related to regulations of banking, monetary and the banking sector development and financial system in Poland.

The seminar on Payment Systems and Non-Cash Transactions organized by the Payment Systems Department in cooperation with the International Department took place on 26-27 September 2017 at the NBP Head Office in Warsaw.

Twenty eight representatives from central banks took part in the event, which was conducted by experts from both NBP and the National Clearing House.

The seminar was addressed to central bank’s experts working in the area of payment systems, payment system oversight and non-cash payment instruments.

The participants had an opportunity to enhance their knowledge of legal framework of payment system in Poland, single euro payments area (SEPA), bank account numbering, securities settlement systems, payment system oversight, payment cards in Poland as well as the innovations in payment services and instruments.

The 3rd NBP Annual Meeting of Technical Cooperation Coordinators took place on 19-20 September 2017 in the NBP Training Center in Starawieś. The meeting was dedicated to priority partners of Narodowy Bank Polski in the technical cooperation area. The aim of such meetings is to exchange views on central bank cooperation and define the areas of future cooperation.

The meeting was hosted by Mr Paweł Samecki, NBP Management Board Member and Ms Agata Łagowska, Director of the NBP International Department.

During this event representatives from Albania, Azerbaijan, Belarus, Kyrgyz Republic, Macedonia, Moldova, Montenegro, Tajikistan, Turkey and Ukraine had the opportunity to discuss latest trends in the technical cooperation field and identify training needs for the forthcoming years. This event offered a good opportunity to exchange views and reflections and permit participants to learn from each other’s experience. Additionally, it was also a good occasion to strengthen the relations between the priority partners of Narodowy Bank Polski.

The internship on DSGE modelling at central banks organized by the International Department in cooperation with the NBP Economic Research Department within the NBP Technical Cooperation Programme took place on 3 – 14 July 2017.

Mr Oleksandr Faryna- Senior Expert form the Research Division of the Monetary Policy and Economic Analysis Department of the National Bank of Ukraine had an opportunity to participate in 6th Summer Workshop of Narodowy Bank Polski and deepen his knowledge in FX pass-through effects and web scraping and FX P-T. Our guest had a chance to meet the NBP experts form the Economic Research Department and Economic Analysis Department who shared their experiences and knowledge with him. The culmination point of the internship was a presentation entitled Studying Exchange Rate Pass-Through to Domestic Prices Using Web Scraping Tools given by Mr Faryna during the seminar in the Economic Research Department. The presentation was concluded with stimulating and thought-provoking discussion.

Two representatives from the Central Bank of Tunisia participated in the study visit which took place on 27-30 June 2017 at the NBP Head Office in Warsaw.

During the visit our visitants got acquainted with the following topics:

  • Credit channel theory. Identification of credit channel on macro and micro data;
  • Credit channel through the lenses of the Senior Loan Officers Opinion Survey conducted by Narodowy Bank Polski. Factors driving credit standards;
  • The use of data from loan registers and other micro data on households and the enterprise sector by the central bank;
  • How do banks set interest rates?
  • Panel data estimations: methods for estimation dynamic panel data, non-stationary panels, unit root tests, cointergating relationships;
  • Interest rate pass-through on the panel data: estimates on the Tunisian data from the individual banks using STATA package.

 

During the visit our guests had also the opportunity to visit the NBP Money Centre.

Representatives of the National Bank of the Republic of Belarus, National Bank of Ukraine and Lietuvos Bankas participated in the study visit which took place on 6–7 June 2017 at the NBP Head Office in Warsaw.

The visit was devoted to different aspects of operational risk management (ORM) in a central bank. The experts from the NBP Operational Risk and Compliance Department presented the following topics related to the NBP experience in this area: risk identification process, Key Risk Indicators, risk appetite assessment and implementing an effective ORM framework. The visit was also an excellent opportunity to exchange views on how the ORM is organized in the national banks of Belarus, Ukraine and Lithuania.

The technical cooperation between the national banks of Poland and Belarus in the area of operational risk management has been ongoing since 2012. This year it was decided to expand the format of cooperation by inviting the representatives from the national banks of Ukraine and Lithuania.

During the visit our guests had also the opportunity to visit the NBP Money Centre and participate in the press conference following the meeting of the Monetary Policy Council.

The workshop Cash transport carried out at Narodowy Bank Polski organized by the International Department in cooperation with the Security Department and the NBP Regional Branch in Gdańsk took place on 23-25 May 2017 in the NBP Head Office in Warsaw and in the NBP Regional Branch in Gdańsk.

During three days of seminar 22 representatives from Albania, Armenia, Azerbaijan, Belarus, Georgia, Jordan, Kazakhstan, Kosovo, Macedonia, Morocco, Russia, Turkey and Ukraine took part in the event conducted by the experts from the Security Department and the NBP Regional Branch in Gdańsk and had the opportunity to familiarize themselves with the security of the banking sector in Poland, a new model of performing cash transport at NBP and NBP Regional Branch role in forming money circulation structure in the region.

The workshop Monetary policy operational framework development took place on 9-12 May 2017 at NBP Head Office in Warsaw.

Sixteen representatives from central banks took part in the event conducted by the experts from the Domestic Operations Department and Economic Analysis Department.

The event drew upon the issues of the monetary policy strategy of NBP, liquidity position of the banking sector and its development in Poland, polish interbank market, standing facilities and intra-day credit, minimum reserve system in Poland and quantitative easing: a view from Poland. Participants had also an opportunity to familiarize themselves with decision-making process in monetary policy implementation as well as to discuss choosing proper monetary policy operational framework.

The workshop Enhancing FDI presentation took place on 25-26 April 2017 at NBP Head Office in Warsaw.

Seven representatives from central banks took part in the event conducted by the experts from the Department of Statistics of NBP.

The workshop was intended for staff working with FDI statistics. The event drew upon the uses of FDI statistics. Participants had an opportunity to familiarize themselves with a data collection and compilation, including use of other sources than ITRYS or surveys, standard presentation according to asset/liabilities and directional principles, supplemental data series (spotlight on ultimate investing country and round-tripping) as well as producing back-data according to revised standards.

Participants actively participated in discussions, some of them prepared short presentations of country experience in selected topics.

The workshop Modelling monetary transmission in emerging markets took place on 10-12 April 2017 at NBP Head Office in Warsaw.

Seventeen representatives from central banks took part in the event conducted by the experts from the Economic Research Department.

The event drew upon strengthening the empirical skills in modelling monetary transmission in emerging markets (EMs). Participants had an opportunity to familiarize themselves with a complex way of modelling monetary transmission in EMs through structural vector autoregression models (SVARs), structural and semi-structural models, capturing such features as the immature financial market, exchange rate interventions, and price subsidies, models estimated with both classical and Bayesian methods.

Three representatives from the National Bank of the Republic of Belarus participated in the study visit which took place on 4-5 April 2017 at the NBP Head Office in Warsaw.

The visit was devoted to different aspects of performing internal audit tasks in a central bank. The experts from the NBP Internal Audit Department presented the topics related to the NBP experience in auditing the educational center activity, management and administration of selected operational systems as well as auditing the process of statistical data collection.

During the visit our guests had also the opportunity to visit the NBP Money Centre and participate in the press conference following the meeting of the Monetary Policy Council.

The technical cooperation between the national banks of Poland and Belarus in the area of internal audit has been ongoing since 2015. The Polish and Belarussian experts meet twice a year in order to exchange views and discuss best practices in performing internal audit tasks.

Six representatives from the Bank of Uganda participated in the study visit which took place on 9-10 February 2017 at NBP Head Office in Warsaw.

The experts from the NBP Foreign Exchange Department presented the topics related to NBP experiences in the implementation of Wall Street Suite System, which provides treasury management trading and settlement software solutions and services workflow, control and productivity for central banking operations.

During the visit our guests had also the opportunity to visit the NBP Money Centre.

Two representatives from the Central Bank of Armenia participated in the study visit which took place on 30-31 January 2017 at NBP Head Office in Warsaw.

The experts from the NBP Legal Department presented the topics related to description of main functions and procedures of Legal Department of the NBP in adjustment process with EU requirements, analysis of legislative gaps between national and EU regulations from the perspective of the NBP experience; methods and procedures for clarification of new requirements under EU acts; national legal technics and legislative procedures used for drafting legal acts in line with EU requirements and NBP relations with the Ministry of Finance.

During the visit our guests had also the opportunity to visit the NBP Money Centre.
