Born on 22 January 1980 in Międzyrzec Podlaski.
Doctor of Social Sciences, with a postdoctoral degree (habilitation). University lecturer at the Institute of Economics and Finance of Warsaw University of Life Sciences (Department of Finance). He specializes in the legal and financial issues of development policy instruments, EU common agricultural policy and public finance. He is a legal counsel and member of the Lublin Regional Bar Association. In the years 2002-2022 he was a councillor of the Biała Podlaska Poviat and a councillor of the Lubelskie Voivodeship.
He is married, with two sons.
On 12 January 2022, the Senate of the Republic of Poland appointed Przemysław Litwiniuk member of the Monetary Policy Council.
