Born on 14 May 1979 in Przemyśl.
Graduate of the Faculty of Law at the John Paul II Catholic University of Lublin (KUL). In 2008 he received a degree of Doctor of Laws in Financial Law, and in 2014 a post-doctoral degree in Law in Administrative Law. Since 2003, an academic in the Institute of Legal Sciences of KUL. He has also lectured at the State Higher School of Technology and Economics in Jarosław and at the Lesya Ukrainka Eastern European National University in Lutsk, Ukraine. In 2007 – a scholarship holder of the Society of the Friends of KUL.
He headed a team of experts on the economic law of public entities in the Centre for Legal Analysis and Opinions of de Virion Academy in Warsaw. Former member of the supervisory bodies of commercial law companies. Member of the Scientific Council of the Sejm Review and Probacja magazines. Legal counsel in the Regional Chamber of Legal Counsels in Rzeszów. He is the author of numerous research papers and legal opinions on banking law and administrative law.
From 18 November 2015 to 16 November 2016, he was Justice of the State Tribunal.
Since 21 September 2021, member of the team of advisors to the Minister of Education and Science.
From 16 November 2016 to 21 July 2022, he was member of the Monetary Policy Council
On 28 July 2022, President of the Republic of Poland Andrzej Duda appointed Rafał Sura member of the NBP Management Board.
