National Strategy for Cash Circulation Security is a document prepared in 2021 by the Cash Circulation Council, a consultative and advisory body to the Management Board of Narodowy Bank Polski. The activities proposed within the National Strategy for Cash Circulation Security are related to the key areas of the functioning of cash circulation market and involving its participants. The pillars of the National Strategy for Cash Circulation Security define the key coordinated areas of activities involving market participants. The thematic categorisation of the activities was conducted within four pillars of the National Strategy for Cash Circulation Security, i.e. cash availability and acceptance, liquid supply of Polish currency to the market, cyber security of IT systems used in the cash supply processes, physical security of banknotes and coins. In parallel, communication activities within the pillars are also taken into account.
The objectives of the National Strategy for Cash Circulation Security are based on a cross-sectional, systemic review of the cash circulation market comprising legal, organisational and regulative conditions as well as measures undertaken over recent years by Narodowy Bank Polski in the framework of the operation of this market. The measures to be undertaken are presented against the background of the analysis of, among others, legal, social, economic and infrastructure issues, or other issues justified for inclusion depending on the specific nature of the solution.
