Born in Częstochowa on 5 July 1945.

Graduate of the Department of Foreign Trade at the Central School of Planning and Statistics (currently Warsaw School of Economics). He obtained his doctorate at the Faculty of Economics and Sociology at the University of Łódź. He was a researcher at the University of Łódź between 1968-1981 and 1989-2014, and also lectured at several private universities.

His academic interests include macroeconomics, economic policy, social policy and Catholic social science. He is the author of numerous publications, among others, on public finance and the functioning of the national economy in countries with a market economy.

Between 1978-1979 and 1990-1991 he was visiting professor in the Institute for Research on Poverty at the University of Wisconsin.

For many years he has been active in public service, among others as a Member of Parliament of the first and third terms, Minister of Labour and Social Policy (1991-1992), minister – manager of the Central Planning Office (1992-1993), minister – chairman of the Government Centre for Strategic Studies (1997-2000), Minister of Regional Development and Construction (2000-2001) and President of Łódź (2000-2010). In 2010-2016, he was adviser to the President of Narodowy Bank Polski.

On 13 January 2016, the Senate of the Republic of Poland appointed Dr. Jerzy Kropiwnicki to the Monetary Policy Council
