Professor of Economics | Member of the Monetary Policy

Born on 7 July 1949 in Nowe Miasto Lubawskie.

Graduate of the Institute of Economic Sciences at the University of Warsaw in the field of econometrics. In the years 1972-1985, she was employed at the Institute of Statistics and Econometrics of the Faculty of Economics at the Maria Curie-Skłodowska University in Lublin, where in 1981 she defended her doctoral thesis. Since 1986, employed at the Department of Economics of the Faculty of Social Sciences of John Paul II Catholic University of Lublin, currently director of the Department. In 1994, she was conferred postdoctoral degree at the Faculty of Economics at the Maria Curie-Skłodowska University in Lublin. In the years 1991-1996, lecturer at the National School of Public Administration. Then, in the years 1996-2000, associate professor at the European Institute for Regional and Local Development of the University of Warsaw. In 1999, she was awarded the academic title of professor of economics at the Faculty of Economic Sciences of the University of Warsaw.

Coordinator or co-author of several research programs – at the Gdańsk Institute for Market Economics (in 1991-2001) and at the Institute of Public Affairs (in 1994-2000). In the years 1994-2001, expert at the Bureau of Research of the Sejm of the Republic of Poland.

Author of approx. 250 publications on public finance decentralization, local government economics, regional policy and organization and operation of the public finance sector.

Deputy (1990—1998) and then founder and vice chairperson of National Assembly of Local Governments (1990-1994). Vice chairperson of the Council on the Local Government to the President of the Republic of Poland (1992-1995), Poland’s delegate to the Congress of Local and Regional Authorities of the Council of Europe (1992-1998).

In the years 2001-2005 and 2007-2008, deputy to the Sejm of the Republic of Poland (the Fourth and the Sixth Term). In the Sejm of the Fourth Term, vice chairperson of the Public Finances Committee.

Deputy Prime Minister in charge of economic affairs and Minister of Finance in the Governments led by Kazimierz Marcinkiewicz (2006) and Jarosław Kaczyński (2006-2007).

On 16 February 2010, the President of the Republic of Poland appointed professor Zyta Gilowska as a member of the Monetary Policy Council.

Due to the resignation of Prof. Zyta Gilowska from the position of a member of the Monetary Policy Council on 3 October 2013, President Bronisław Komorowski has recalled Prof. Gilowska from this post pursuant to Article 13, para. 5, item 1 of the Act on Narodowy Bank Polski of 29 August 1997.

She died on 5 April 2016.
